The company that sent the guy probably has insurance to cover these things, so you should expect them to pay for the damages caused by the employee. It's not like they're donating the propane to you out of good will; it's a business, and they came to your house to make a profit from the delivery. They have to clean up their mess and pay if they cause damages.
I feel your house fix-up pain; got plenty of it here. I try to do whatever I can without paying people, and this morning I went outside to trim an overgrown bush with an electric hedge trimmer tool. I wound up trimming a piece of the wire, and it went POP!, I got a spark and now it doesn't work. I hope I can get a replacement wire from the hardware store to get the trimmer working again.
I'm inept, but I do try hard. At least I didn't trim off a finger (I wear the heavy leather gloves).
My home heating system is now fully converted from oil to natural gas. No more foreign petroleum being used here.
