pmeek:there are some states with restrictions  that do not allow them to join in on the main contest so Marlboro sometimes has contests for excluded areas with different criteria:sometimes an essay,etc is required. I consider it sort of a consolation contest as the general ones usually have bigger prizes (the 50th anniversary contest is a good example--Mi was one of the states excluded from most of those prizes) and need only luck--ie sweeps.
