I'm for keep them under observation or separated....One of the problems with a declawed cat is that, if the dog does get aggressive (which may happen, it is a breed of wild hunting dog after all), the cat will have to go directly to biting, which may result in severe injury and blood everywhere. Luckily Basenji's need plenty of sun and like to stay outside. Often the animal that is perceived as the aggressor is aware that they are being viewed as a potential snack and reacts accordingly

. You may want to find some other Basenji owners to interact with on the long term cat/dog thing, since this breed is pretty unique (more of a fox than a dog). If you see it following the cat around with some Grey Poupon...
