Smiley Central toolbar

I downloaded Smiley Central and it was at the top of my screen with the other toolbars but it keeps disappearing. I've looked everywhere for it and can't find it. I clicked on tools and then toolbars but it's not there. Does anyone know why it keeps disappearing? What can I do to make it stay at the top of my screen. I shouldn't have to download it everytime I want to use it. Thanks for any help you can give me.

There must be some other toolbar taking priority over it. Click on View and then toolbars and disable all toolbars except for that one. See what happens.
