Yup that drives me crazy too.
They stole the permanent vases from my mother's grave too.
No conscience  nor scruples.

Someone always takes off with the Christmas wreaths I make and decorate (artificial) from my husband's parent's graves.  I'll know who did it if I ever see it hanging on someone's door! crazy tongue  Also, we can't even plant flowers, because they mow right over them! scratch

I bought an angel pig (you would have to have known my Momma to understand the inside joke) to put on Momma's grave.  I let all of the kids sign and personalize it for Mother's day 2006 and wrote out my message to her as well.  Someone stole that pig from her grave.  I was so upset!  I have put little things out since then, but nothing like that.

People are sick!  I think there will be a special type of punishment for whomever stole it!!

In these guys case-one very simple thing "must buy crack, must buy crack.."

They got the vases back, a coat of brass polish and new chain and they are good as new...till the next time!
We're getting a marker for my great-uncle Ed (died 1908) and its going to be flat granite set in concrete, nothing sticking up to break off and nothing to sell.

I'm really sorry that happened. People use to steal the things I'd set out for my daughter too. Once, they stole her large angel statue and even her flower holders. Some people have no respect, makes you wonder how they were raised.
