You ask if anyone else had a similar experience. Yes, I did. Last December I won from a different magazine, but also in the Bauer Publishing group. I received nothing, and after many emails and phone calls, around 6 months later I finally received a prize worth $30, which was nowhere near the $900 ARV listed for the prize I won. I sent emails inquiring about the remainder of the prize, and finally I requested a statement instead  with the true ARV of $30, but did not even receive that. At first my emails and follow-ups were answered, but then nada, so I quit wasting my time.

I hope you have more success.
