As of September 2026, players in California, Connecticut, Idaho, Indiana, Louisiana, Maine, Michigan, Montana, Nevada, New Jersey, New York, Tennessee, and Washington can&#8217;t legally access online<a href=\"https:\/\/www.cardplayer.com\/online-casinos\/sweepstakes-casinos\" target=\"_blank\"> sweepstakes casinos<\/a>. Oklahoma becomes number 14 on November 1. Add up the populations and you&#8217;re looking at somewhere around a third of the country, and it happened in roughly eighteen months.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  I&#8217;ve been watching this industry since the days when Chumba was a curiosity and &#8220;Sweeps Coins&#8221; needed explaining every single time. What follows is my honest read on where things stand, who&#8217;s left, and what it actually means if you&#8217;re one of the people still playing.\n<\/p>\n\n\n\n<h2 id=\"h-how-the-dominoes-actually-fell\" class=\"wp-block-heading\"><a id=\"post-43941-_loe89gv1rb2m\"><\/a><strong>How the dominoes actually fell<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\n  It&#8217;s tempting to describe this as one big wave, but the states didn&#8217;t move together and they didn&#8217;t use the same tools. That matters, because the method tells you how hard each door is really shut.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The dedicated bans.<\/strong> Indiana&#8217;s HB 1052 went into effect on July 1, 2026, and it does exactly what it says: any online game using a dual-currency system that simulates casino play is prohibited, with the Gaming Commission able to fine operators up to $100,000. Maine passed LD 2007 along similar lines. Tennessee&#8217;s governor signed SB 2136 on May 22, folding sweepstakes games into the Consumer Protection Act with felony-level exposure. New York, Connecticut, Montana, New Jersey, and California all arrived at the same destination through their own bills.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The enforcement-first states.<\/strong> Idaho, Michigan, and Washington never bothered with new legislation. They read their existing gambling laws, decided the dual-currency model was already illegal, and told operators so. Louisiana is the one everyone in the industry is quietly worried about: HB 53 pulled sweepstakes gaming under the state&#8217;s racketeering statute, which means prosecutors can go after payment processors, software providers, and affiliates, not just the brand on the login page.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The veto override.<\/strong> Oklahoma&#8217;s governor vetoed SB 1589. The legislature overrode him. That should tell you something about where the political energy is on this issue. The ban takes effect November 1, and it explicitly names geolocation providers, gaming suppliers, media affiliates, and support vendors alongside operators.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Then there&#8217;s Florida, which hasn&#8217;t passed anything and may not need to. On August 19, the state attorney general filed lawsuits against Stake and VGW, along with the payment companies that move their money. The<a href=\"https:\/\/www.myfloridalegal.com\/newsrelease\/attorney-general-james-uthmeier-files-lawsuits-against-operators-illegal-online-casinos\" target=\"_blank\"> official announcement from the Florida Attorney General&#8217;s office<\/a> doesn&#8217;t hedge: it calls sweepstakes casinos illegal online gambling operations, full stop, and argues that Florida&#8217;s existing gambling laws already prohibit them. The complaints seek permanent injunctions, disgorgement of profits, and recovery of money lost by Florida residents. According to the VGW complaint, that company alone reported more than $5 billion in revenue for 2025, with $3.7 billion coming from Chumba. Those are the numbers a state looks at when it decides whether litigation is worth the trouble.\n<\/p>\n\n\n\n<h2 id=\"h-what-walked-away-looks-like-from-the-player-s-side\" class=\"wp-block-heading\"><a id=\"post-43941-_a9cuszwlzg9s\"><\/a><strong>What &#8220;walked away&#8221; looks like from the player&#8217;s side<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Here&#8217;s the part that gets lost in the legislative coverage. A ban doesn&#8217;t announce itself with a countdown timer in your account.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  When Indiana and Maine came online in June, Mega Bonanza and Jackpota added both states to their restricted lists on June 2. Players who logged in that morning found the door locked. The bigger brands, Chumba, Stake.us, McLuck, had already pulled out of Tennessee months before the ban was signed, because the attorney general there sent cease-and-desist letters to more than 38 operators back in December 2025 and nobody wanted to be the test case.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  So the practical sequence in a banned state is: the AG makes noise, the major operators leave early, the smaller ones hang on until the law actually bites, and then everyone geo-blocks at once. If you have a Sweeps Coins balance sitting on a platform in a state that&#8217;s clearly heading toward a ban, the only sensible move is to redeem it now. Not after the bill passes. Now. I have watched people lose four-figure balances because they assumed there&#8217;d be a grace period, and most of the time there isn&#8217;t one.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  It&#8217;s also worth understanding what the &#8220;no purchase necessary&#8221; language is actually doing, because the whole legal theory rests on it. Traditional sweepstakes law, the kind that governs a Coca-Cola giveaway or a radio station contest, requires a free entry route so the promotion isn&#8217;t a lottery. The<a href=\"https:\/\/www.sweepsadvantage.com\/sweepstakes-law.htm\"> rules that make an ordinary sweepstakes legal<\/a> are old, well-tested, and reasonably clear. The sweeps casino model borrowed that framework and bolted a slot machine onto it. State legislatures are now saying, in a dozen different ways, that the borrowing doesn&#8217;t hold. Florida&#8217;s attorney general put it more bluntly: if it looks, swims, and quacks like a duck, it&#8217;s a duck.\n<\/p>\n\n\n\n<h2 id=\"h-the-states-that-are-still-open-and-what-s-changed-there\" class=\"wp-block-heading\"><a id=\"post-43941-_w2rwxaslf26n\"><\/a><strong>The states that are still open, and what&#8217;s changed there<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Depending on how you count, somewhere between 24 and 34 states still allow the dual-currency model to operate openly. Texas, Pennsylvania, Ohio, Georgia, Illinois, North Carolina, Virginia, Arizona, and Massachusetts are the big ones. Florida technically belongs on that list until the courts say otherwise, though I wouldn&#8217;t bet on it staying there.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Iowa is an interesting middle case. SF 2289 didn&#8217;t ban anything outright; it gave the Racing and Gaming Commission the power to issue cease-and-desist orders and seek injunctions against unlicensed sweepstakes. Most major brands still serve Iowa. Whether that lasts depends entirely on how aggressive the commission decides to be.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Kentucky is the opposite kind of odd case. No ban, no AG action, but the state has an old statute allowing private lawsuits to recover gambling losses, and plaintiffs&#8217; attorneys have used it to push more than 30 brands out of the state on their own. No legislature required.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  What&#8217;s changed in the open states is the operator behavior, not the law. Three things stand out.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  First, the geo-blocking lists on new launches have grown. Two years ago a new sweeps casino would launch with two or three excluded states. Now the standard footer disclaimer runs to fifteen or eighteen, because operators are pre-emptively excluding places like Delaware, Maryland, Kentucky, and West Virginia where the legal picture is murky rather than settled.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Second, the promotional spend has concentrated. Every dollar an operator used to spend acquiring a New York or California player is now being spent on Texas, Florida, and Pennsylvania. Welcome bonuses in the open states are more generous than they&#8217;ve ever been, which sounds like good news until you remember why.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Third, and this is the one that affects your money directly: redemption times have gotten more scrutinized. Payment processors named in the Florida suit, Worldpay, Trustly, Praxis, and Breeze Labs, are now defendants in a state lawsuit. Every processor in the space read that filing. Some of them are going to get more conservative about which platforms they service, and when a processor gets nervous, cash-outs slow down first.\n<\/p>\n\n\n\n<h2 id=\"h-what-i-d-tell-a-friend-who-still-plays\" class=\"wp-block-heading\"><a id=\"post-43941-_ruq6v0dyuuf5\"><\/a><strong>What I&#8217;d tell a friend who still plays<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Keep your balance small. The whole appeal of the sweeps model was that you could play with low stakes and cash out when you got lucky. Treat it that way. Don&#8217;t sit on 500 SC because you&#8217;re saving up for a bigger redemption; the platform you&#8217;re sitting on might not be available to you next month.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Prefer operators with a track record of actually leaving states cleanly. VGW, for all the legal fire it&#8217;s taking, has exited banned states with advance notice and honored pending redemptions. Some of the newer offshore-run brands have a habit of just disappearing. If you&#8217;re comparing platforms, resources that track state availability are more useful than they were a year ago, precisely because the answer keeps changing.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  Don&#8217;t use a VPN. Every operator terms sheet makes that grounds for account closure and balance forfeiture, and in the racketeering-statute states you&#8217;d be putting yourself in a legally strange position for the sake of a slot session.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  And pay attention to your own state&#8217;s legislature. Ohio&#8217;s HB 298 stalled last year. Massachusetts has H 4431 pairing a sweeps ban with iGaming legalization, sitting in committee. Minnesota&#8217;s bill failed to reach the floor before the session ended in May. None of these are dead, they&#8217;re just resting, and the pattern in every state so far has been that the second attempt succeeds where the first one didn&#8217;t.\n<\/p>\n\n\n\n<h2 id=\"h-where-this-ends\" class=\"wp-block-heading\"><a id=\"post-43941-_ghyhea4n6sqq\"><\/a><strong>Where this ends<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\n  I don&#8217;t think the sweeps model disappears. I think it consolidates into the states that either legalize real-money iGaming and license the sweeps brands into it (Indiana&#8217;s bill created a path for this, and it&#8217;s the smartest version of the policy) or that simply never get around to caring. The 50-state product is gone. What replaces it is a 20-something-state product with better bonuses, tighter payment rails, and a much shorter list of companies willing to run it.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\n  If you&#8217;re a player, that&#8217;s not necessarily worse. It&#8217;s just different, and the difference is that the ground can move under you with a governor&#8217;s signature.
