Cannot add printer

I have a HP Pavillion dv5 laptop. We are having problems with adding a printer. Meaning, we do the set up for the printer and cannot add the printer to complete the set up.
I have never seen anything like this. We have run the gamut on everything!

We have tried USB set up, wireless setup, downloaded drivers, uploaded drivers. This is a brand new printer HP Officejet 4630. Even though our laptop is not brand new, it is good.The glitch is somewhere. I stayed on the phone with an HP tech for nearly 2 hours. We cannot add the printer.

Operating System: 98 Internet Explorer
Windows Vista

The only other thing that I could think of to check is see if your print spooler service is disabled or having errors. Go to start > control panel. Choose administrative tools and services. Scroll down and the Print Spooler service should have a status of "started" with a startup type as "automatic".
