The sponser of the sweepstakes said "they were looking into it" when I emailed them about the missing certificate. It has been weeks, should I follow up with another email to same contact person, or try to go over her head?

happened to me once...and i...followed up with same original person i dealt with....got a promise then, nothing...than i started with the phone work....eventually ended up with about a thousand dollars more in appliances as a thank you...good luck, stay persistant.

If it was a BLOG? They usually don't have the prize to give you - BLOGS just host the sweeps, the sponsor fulfills the prize & they can only do so much.
That said, I'd stick with the contact and ask how/who does fulfillment, and what can you do to move this along, since you don't wish to pay taxes for a prize you never got!
