1. Eligibility: Scratch & Sell Sweeps (the “Promotion”) is open only to legal residents of the fifty (50) United States and the District of Columbia who are at least eighteen (18) years old at the time of entry. Employees of eBay Inc. (“Sponsor”), HelloWorld, Inc. (“Administrator”), and their parent and affiliate companies as well as the immediate family (spouse, parents, siblings and children) and household members of each such employee are not eligible. The Promotion is subject to all applicable federal, state, and local laws and regulations and is void where prohibited. Participation constitutes entrant’s full and unconditional agreement to these Official Rules and Sponsor’s and Administrator’s decisions, which are final and binding in all matters related to the Promotion. Winning a prize is contingent upon fulfilling all requirements set forth herein. The Promotion consists of a sweepstakes (“Sweepstakes”) and a coupon offer (“Offer”).

3. Timing: The Promotion begins on August 14, 2019 at 9:00 a.m. Eastern Time ("ET"), ends on September 3, 2019 at 11:59 p.m. ET (the "Promotion Period") and consists (3) weekly entry periods (each a “Weekly Entry Period”) as well as a grand prize entry period (“Grand Prize Entry Period”) that coincides with the Promotion Period, as set forth herein:

Administrator’s computer is the official time-keeping device for the Promotion.
4. How to Enter the Sweepstakes:
a. Log-in or Create your eBay Account: During the Promotion Period, visit play.ebay.com (the “Website”) and follow the instructions to complete and submit the registration form including providing the email address and user ID associated with your eBay account (“Account”). If you are not yet an existing eBay member, you will be required to create an Account. Online Accounts are free, but subject to eBay’s User Agreement (
https://pages.ebay.com/help/policies/user-agreement.html). By doing so and subject to verification, you will receive (10) Sweepstakes entries into the applicable Weekly Entry Period drawing and (10) Sweepstakes entries into the Grand Prize Entry Period drawing.
Non-winning Weekly Entry Period entries will carry over into any subsequent Weekly Entry Period.
Limit: Each entrant may receive up to (10) Sweepstakes entries for logging into the Website with your Account.
b. Watch Video: During the Promotion Period, follow the links and instructions to watch the provided video. By doing so, you will receive (20) Sweepstakes entries into the applicable Weekly Entry Period drawing and (20) Sweepstakes entries into the Grand Prize Entry Period drawing.
Non-winning Weekly Entry Period entries will carry over into any subsequent Weekly Entry Period.
Limit: Each entrant may receive up to (20) Sweepstakes entries for watching the video.
c. Download the eBay App: During the Promotion Period, using a mobile device, follow the links and instructions to download the eBay App. If you do not have a mobile device, visit the Website on a desktop computer and follow the links and instructions to learn more about the eBay App. By doing so, you will receive (30) Sweepstakes entries into the applicable Weekly Entry Period drawing and (30) Sweepstakes entries into the Grand Prize Entry Period drawing. Non-winning Weekly Entry Period entries will carry over into any subsequent Weekly Entry Period.
Limit: Each entrant may receive up to (30) Sweepstakes entries for either downloading the App or learning more about the App from a desktop computer.
d. Answer eBay Trivia Questions: During the Promotion Period, follow the links and instructions to answer trivia questions about eBay. Three (3) questions will be posted. Regardless of whether or not the question is answered correctly, you will receive (40) Sweepstakes entries into the applicable Weekly Entry Period drawing and (40) Sweepstakes entries into the Grand Prize Entry Period drawing.
Non-winning Weekly Entry Period entries will carry over into any subsequent Weekly Entry Period.
Limit: Each entrant may receive up to (40) Sweepstakes entries for answering trivia questions.
e. Answer “Pricing” Trivia Questions: During the Promotion Period, follow the links and instructions to answer trivia questions about eBay Pricing. Three (3) questions will be posted. Regardless of whether or not the questions are answered correctly, you will receive (50) Sweepstakes entries into the applicable Weekly Entry Period drawing and (50) Sweepstakes entries into the Grand Prize Entry Period drawing.
Non-winning Weekly Entry Period entries will carry over into any subsequent Weekly Entry Period.
Limit: Each entrant may receive up to (50) Sweepstakes entries for answering Pricing Trivia questions.
Limit: By participating in methods (a) – (e), you may earn up to (150) Sweepstakes entries during the Promotion Period.
Multiple entrants are not permitted to share the same email address or Account. Any attempt by any entrant to obtain more than the stated number of entries by using multiple/different email addresses, Accounts, identities, registrations and logins, or any other methods will void that entrant's entries and that entrant may be disqualified. Use of any automated system to participate is prohibited and will result in disqualification. In the event of a dispute as to any registration, the authorized account holder of the email address used to register will be deemed to be the entrant. The “authorized account holder” is the natural person assigned an email address by an Internet access provider, online service provider or other organization responsible for assigning email addresses for the domain associated with the submitted address. Each potential winner may be required to show proof of being an authorized account holder.
Bonus Sweepstakes Entry Opportunity: If all Offers deplete (“Offer Depletion Date”) prior to the conclusion of the Promotion Period, as outlined below in Section 5, Sponsor will unlock a bonus Sweepstakes entry opportunity. All entrants that participated in methods (a) – (e) previous to or after the Offer Depletion Date will automatically receive (10) bonus Sweepstakes entries.
5. Offer Details: During the Promotion Period, the first (4,000) entrants who take the following actions, while supplies last, will receive (1) $5 eBay Coupon.

a.) Participate and complete methods outlined above 4 (a) – (e) and
b.) Successfully make a sale on eBay (“Qualifying Sale”). A Qualifying Sale must be a minimum of $5 (excluding taxes, shipping, handling), listed by September 11, 2019 and sold within 30 days of list date.

The Offer will be fulfilled within two weeks of completing a Qualifying Sale.
6. Sweepstakes Drawings: Administrator is an independent judging organization whose decisions as to the administration and operation of the Promotion and the selection of the potential Sweepstakes winners are final and binding in all matters related to the Promotion. Administrator will randomly select the potential Sweepstakes winners from all eligible entries received during the applicable Entry Period Promotion Period, on or around the dates listed above in Section 3. The potential winners will be notified by email. The potential Grand Prize winner (or parent/legal guardian if winner is a minor in his/her state of residence) will be required to sign and return a Declaration of Compliance, Liability Waiver and where not prohibited a Publicity Release ("Declaration") which must be received by Administrator, within five (5) days of the date notice or attempted notice is sent, in order to claim the prize. If a potential winner of any prize cannot be contacted, fails to sign and return the Declaration or provide any other requested information within the required time period (if applicable), or the prize is returned as undeliverable, the potential winner forfeits his/her prize. Receiving a prize is contingent upon compliance with these Official Rules. In the event that a potential winner of a prize valued over $25 is disqualified for any reason, Sponsor will award the applicable prize to an alternate winner by random drawing from among all remaining eligible entries. Only three (3) alternate drawings will be held, after which the prize will remain un-awarded. Unclaimed prizes valued at $25 or less will remain unawarded. Prizes will be fulfilled within approximately 8-10 weeks after the conclusion of the Promotion.
