Question on Timing and IW

When the rules say you will win if entered at the exact time or 1st person after the random designated time - how long does that timeframe stay open?

For instance, if the winning time on an IWG is 11/15/09 at 5:30 pm but no one entered until 3 days later, would that 1st person still win or somewhere along the line does the time re-calculate and no one wins that prize?

usually on daily entry just that day and on some computer's it is before the next time for the next prize that is up for grabs, most instant win sweeps have such a huge following that you have people playing @ all times of the day, I have not heard of any not having a person not fall within there time spans sometimes the rules do state if no winner is found a random draw is held and in others the prize would not be awarded if not claimed. sponsor( judging agency) would make any decisions on the matter.
