Sorry you are having this issue and congrats on the win. A friend of mine recently won about 5 times that amount of money and ran into the same issue with her bank. In the end she resolved it by having the issuing bank do a wire transfer into her bank account, perhaps you can get it done that way.

Congratulations on the win, that is awesome! I use to work at a bank and we would hold the check until it cleared from the bank, which 10 to 14 days. These days it doesn't take as long. You might want to try going to the Branch Manger or a Loan Officer to get it approved for collections. If they say no then I would do what "brittles" said and have the issuing bank do a wire transfer into your bank account. Be sure to explain to them why you are asking them to do it that way.
