Question on winning

Presuming a person is entering at the perfect time and is going to win an instant win, is it when the person first goes on to the site or when they log in with their email and password?

I had assumed it was after logging in, but some information in the forms have seemed to be when you first go on to the site.

I thought so also, but my husband won an IW when he went on to the site but before logging in. The email came before hitting the submit button, or at least it seemed that way.
 
Well, since the time is random and unknowable, I'm uncertain as to what the value of knowing this would be? Other than knowing, of course.
