The NFL is very strict about tickets and I did notice that for most Super Bowl sweeps, for either tickets or trips, the rules for them say "not for resale" or use other such language. However, I don't see how transferring them would be an issue as transferring them implies giving them away or donating them. It also depends on how you receive them. If they FedEx actual hard tickets overnight to you or whether they make you create an account with a ticket app, like Ticketmaster and send them to your account. Since at least Super Bowl LV (2021), nearly all Super Bowl tickets — including those from Ticketmaster (the official NFL ticketing partner), resale platforms, and hospitality packages — are delivered as mobile tickets instantly or electronically to your phone via the NFL Ticketmaster account or app.
Once you receive the electronic tickets, Ticketmaster has blue "Transfer" and "Sell" buttons at the bottom of your ticket. If you click "Sell", you'll probably get "Resale Unavailable - Unfortunately resale is not available at the moment".
But <cough cough> Theoretically speaking (I've done this with concert ticket wins) - who's to stop you from listing the tickets on another platform (Craigslist, SeatGeek, StubHub) and then in Ticketmaster click the blue "Transfer" and transfer the tickets to their email address / phone number.
Both StubHub and SeatGeek fully support listing and selling Ticketmaster mobile transfer tickets for the Super Bowl.
